In the Name of Allah, The Most Gracious, Most Merciful  
 

Does Qadaa and Qadar exempt people from responsibility?

Dear brothers, I once attended a conference in Malaysia. One of the speakers said: "As long as Muslims blame their shortcomings on Al Qadar, they will neither progress nor achieve victory.
Allah says: 

﴾ Verily! Those who brought forth the slander (against ‘Aishah (may Allah be pleased with her) the wife of the Prophet) are a group among you. Consider it not a bad thing for you. Nay, it is good for you. Unto every man among them will be paid that which he had earned of the sin, and as for him among them who had the greater share therein, his will be a great torment. ﴿

[ An-Nur, 11 ]

﴾ Verily! Those who brought forth the slander (against ‘Aishah (may Allah be pleased with her) the wife of the Prophet) are a group among you. ﴿


"Al Ifk" refers to falsely slandering our Mother Aishah (may Allah be pleased with her):

 (Consider it not a bad thing for you.Nay, it is good for you.)

How was it good?
It is good because it tested the believers. True believers gave the prophet PBUH and his wife the benefit of doubt. The hypocrites, on the other hand, spread this false accusation.

﴾  Verily! Those who brought forth the slander (against ‘Aishah (may Allah be pleased with her) the wife of the Prophet) are a group among you. Consider it not a bad thing for you. Nay, it is good for you. ﴿


Then Allah Almighty says:

﴾ And as for him among them who had the greater share therein, his will be a great torment. ﴿


This shows clearly that al Qadaa and Al Qadar don't exempt people from responsibility.
As long as Muslims justify their failures by saying, “this is Allah’s Decree”. They will never move forward. 
Today, our lands are occupied, yet many say: “This is Allah’s Qadar”, “This is the arrangement of our Lord”, “There is nothing we can do”.
These statements are not true, because Allah commands you to resist, and to act- and He promises to be with us. 
When we make mistakes and face the consequences, we often say: "This is Allah’s arrangement", "This is His Decree", "We are helpless", “Allah will fix everything for us.”
This attitude is wrong, because Allah commands us to struggle, act and take responsibility.
Everything the Muslim suffers from today is a result of our own shortcomings. Understand that Al Qadaa and Qadar are one thing, and the consequences of our errors are something else entirely.
