What is the answer to the one who says, "I abandoned Siyaam and Salah due to Decree of Fate"?

Once, a drunken was brought to our Master Umar, may Allah be pleased with him, so he ordered to inflict Hadd (the legal punishment for drinking intoxicants) on him. The drinker said, "By Allah, O Commander of the Believers, I have been predestined to drink intoxicants." Khalifah Umar said, "Inflict Hadd on him twice; the first time because of drinking alcohol, and the second one because of inventing a lie against Allah." Then, he said to him, "Woe to you! Allah's Qada' (predestination) never deprives you of your free will, and it never imposes things on you." It is rather impossible that Allah the Almighty decrees misery on someone without reasons from his side. Allah the Almighty says:

﴾ Verily, We give life to the dead, and We record that which they sent before (them), and their traces ﴿
