Question:
Should a person who is unemployed pay zakatul Firt, taking into consideration that he has no job since the beginning of Ramadan?
Answer:
Zakatul Fitr has a special case as it is obligatory on each Muslim, being he old or young, rich or poor, a slave or a free person, settling of travelling.
It is obligatory on each person who can afford food for one day. If someone can afford one meal of food, he/she must pay zakatul Firy. Allah the Almighty wants all people even poor ones to taste spending, Spending has a very special taste that only those who spend can feel.
If you want to know whether you are one of the people of this life or the Hereafter think of what pleases you, taking or spending?
We are used to take and people in general like taking while you are ordered to give. Allah the Almighty wants the poor person who can afford only one meal to pay zakatul Fitr in order to taste spending. Keep in mind that the amount of zakatul Fitr is a very small one, which is affordable usually, but it is a charity that proves knowing Allah and loving Him.
By the way, the one who pays zakatul Fitr can take zakatul Fitr from other people, which makes it a giving and taking process. However, if two people agree to pay to each other, their zakatul Fitr is null. Prior agreement to pay to each other makes it null. On the other hand, when you pay for Allah’s Sake, seeking His reward, other people would probably pay you zakatul Fitr. I am addressing poor people with these words. 
The minimum amount of zakatul Fitr is set but it is not limited, so if you are able to pay more than the minimum, it is not accepted that you pay the minimum.
Zakatul Fitr completes our fasting worship as it pures the fasting person from sins and bad words, and it aims to feed the poor. It pures the fasting person from sins; unintended views, a bad word. Moreover, when the poor takes zakatul Fitr, he can eat and feed his children good food, which is a kind of social solidarity. Alhamdulillah, in Islam we have solidarity on a geographic basis; as people should care for their neighbors, and relativs. The prophet (PBUH) considers helping one’s relatives as charity and keeping kinship relations at the same time.
Some scholars say that charity is not accepted if he has relatives in need. Thus, social solidarity in Islam is based on kinship and neightborhood.
